Obligation to upload full texts to the Digital Library on the basis of Guideline 4/2018

At the end of January this year, Guideline No. 4/2018 - Declaration of Institutional Policy Open Access at BUT was published. This document, originally issued as Rector's Decision No. 23/2013 or Guideline No. 16/2017, BUT first expressed his attitude to open access and signed his thoughts.

Since 2013, the situation has changed in the field of scientific publishing, and open access is now understood not as an alternative but as a standard in publishing. Most of the world's publishers support the gold road of open access either by publishing fully open journals or the Open Choice through - it is possible to purchase only one specific article (so-called hybrid journals).

The second (green) road is to store (autoarchive) the articles into the repository. In this case, publishing in traditionally published journals on a subscription basis. The author can then paste (most often) the postprint version of the article into the repository 12 months after the first publication. This the path is supported by most of the world's publishers.

Publishing the article openly means:

  • Improved reach and availability
  • Increase citation
  • Increasing the prestige of the author, increasing the prestige of BUT

Obligation to upload full texts to the Digital Library follows the world trends. The University does not have access to all articles published by the authors. It does not even know for the future that access to the currently available articles will be maintained. For the papers from the proceedings is situation is worse and a many conference proceedings are sharing on CDs or flashdiscs and are not publicly available.

Practical interpretation of the new obligation to upload full texts to the Digital Library:

The obligation applies only to articles in journals, papers in proceedings. Other types of results are voluntary (the abstract is not considered as a contribution)

  • If the publisher does not allow archiving in repository, fulltext will be store only in internal information system.
  • If the publisher allows archivingin the repository, the author is required to insert the file into the IS and at the same time publish in repository. If the author is not sure what his options are he can contact the Central Library. However, each embedded file is individually controlled by the responsible librarians and the author may be contacted with detailed information.
  • If the author can choose, they must choose a Creative Commons license to publish the article (eg open articles in IEEE).

Support for authors is the Central Library site, where open access issues are explained in detail. It is also possible to organize training sessions or seminars dealing with open access to BUT at individual faculties or institutes.
