Information systems in public administration

The course provides an overview of the Czech legislation concerning registration and processing of documents in government administration and ways and possibilities of working with documents. The emphasis is placed on current issues related to the implementation of electronic documents and problems of data boxes and timestamps.

Learning outcomes of the course unit
Students will understand problems of processing of documents in government administration and gain the knowledge necessary to understand to electronic documents and their "life" in the government administration. Students will also learn about the programming environment applications Ginis ® and legal background of working with documents.

High school knowledge of informatics.

Planned learning activities and teaching methods
The course contains lectures that explain basic principles, problems and methodology of the discipline, and exercises that promote the practical knowledge of the subject presented in the lectures.

Conditions for awarding the course-unit credit:
1. Delivery and presentation of semester project marked at least with "E".
2. Active participation in seminars and lectures.

1. Introduction to documentary evidence in the government administration
2. The life cycle of documents: registration, transfer, assignment, execution, closing of documents, work with files
3. The obligation of the records services: legal standards
4. Archiving documents in the government administration and its regulation
5. Introduction of information systems in public administration
6. Introduction to SSL GINIS
7. Using of electronic documents
8. Electronic signature, time stamp, document conversion, data boxes
9. Legislation concerning working with electronic documents
10. The issue of working with electronic documents (application filing service options, conversion problems, time stamps, data safes, data media)
11. National Archives documents, problems with electronization
Aims
The aim of the course is to provide an overview of the records system and the life cycle of documents in the government administration, the legal arrangements for the standard and electronic documents and its consequences, particularly on the problems with archiving, arranging and transmitting of documents. Students will understand to concepts such as data box, time stamp, electronic signature.
Specification of controlled education, way of implementation and compensation for absences
Control of results of independent work on specified tasks.
