Public Structural Investment II

The public tenders – public procurement, definition of evaluation criterion and their weights, (points method, value analysis), choosing of contractor and conclusion of contract. Technical, preliminary and implementation documentation of projects financed from public sources. Technically–economic study, socially-economic analysis, sensitivity analysis a risk analysis. Public private partnership, documentation, specific risk analysis, value for money.

Learning outcomes of the course unit

Advanced knowledge about problems regarding to award, evaluation and realize of public contracts. The knowledge of creation of documentation and evaluation projects which are financing from public resources. Public Private Partnership. The determination of Value for money.

Prerequisites

Creation of Feasibility study and cost benefit analysis, basic knowledge of public procurement.

Co-requisites

Financing in public sector, creation of financial statements (Income Statement, Balance Sheet, Statement of CF) in public sector.

Planned learning activities and teaching methods

The course is taught through lectures, practical classes and self-study assignments. Attendance at lectures is optional, but attendance at classes is compulsory.

Assesment methods and criteria linked to learning outcomes

Credit is awarded on the processing of the final test containing of solution of examples. The exam consists of a written test, written answers to questions and oral examination. For passing the oral exam, the student must obtain in the written part a minimum 50 points from 100.

7. Public contract criteria for selection of optimal tender, value analysis usage (methods)
8. Above the threshold public contract
9. Public Private Partnership (PPP), Act No 139/2006 Coll., on Concession Contracts and Concession Procedures (Concessions Act)
10. PPP projects documentation. PPP risk analysis
