The paper presents a development of a meso-scale discrete model similar to the Lattice Discrete Particle Model (LDPM) build in programming language C$^{++}$. The Voronoi tesselation is used to build the random geometry of the model. Generalized-alpha method developed by Chung & Hulbert (1993) is used to integrate time within an implicit scheme. Mechanical behavior of short fibers is derived and implemented. Newton iterative method is used fo find equilibrium between right and left bridging force of the fiber. Fibers are added to the model with random orientation. In this stage of the development the computational model of the fiber-reinforced concrete slabs loaded by projectile is build. The contribution presents some partial results. Simulations of the ballistic experiments validated with the real data are the main future goal of this work.
