V práci je proveden výběr matematického přístupu, jeho detailní algoritmizace a na jeho základě vytvoření proramového systému na podporu rozhodování pro vícekriteriální výběr projektů do portfolia při omezených zdrojích a otestování tohoto systému z hlediska výkonnosti. Systém byl vytvořen při splnění následujících požadavků: Zpracování velkého roZsahu vstupních údajů. Předkládaný systém umožňuje optimalizaci portfolia obsahujícího více než sto projektů při desítkách zdrojových omezení, desítkách kriteriálních funkcí a to v reálném čase pomocí PC. Výkonnost programového systému a navrhovaného algorimu je podložena řadou statisticky vyhodnocených testů uvedených v této disertační práci. Obecný tvar funkcí s bivalentními proměnnými. Systém je v tomto směru otevřen a je schopen pracovat s různými typy kriteriálních funkcí. Tyto funkce mohou být jak lineární tak i nelineární a mohou být i ve vzájemně konfliktním vztahu.

The purpose of this dissertation thesis is to design a decision support system for multi-criteria selection of projects with limited resources. The system requirements are folloing: 1. The system will allow the selection of hundreds of projects simultaneouslywith tens of criterion functions and tens of resource limitations. 2. The criterion function will have general form using bivalent variables. 3. The algorithm will allow the solving "ill-defined" problems after basic optimization. 4. The system will allow flexible changes of the potfolio. 5. The algorithm will enable utilization of the reference levels of individual criterion funcions. 6. The algorithm will respect the synergistic effects of the criterion function and the synergistic effects of the resource limitations. 7. The system will respect hierarchical dependencies between projects. As far as we know such as system hasn't been yet made. The thesis contains analysis and evaluation of current situation on this area. The selecton of convenient mathematical approach and its detail description has been done. The special scalarizing function has been used it is based on the modified rference point approach for cost and balance criterion functions and its optimization by effective gradient method. To simulate the hierarchical dependencies we have used a mathematical graph. The thesis contains own methodology of testing efficiency of the mathematical methods of the same category. The experiments which prove a given hypothesis are included. The results we have obtained prove that PC's are competent to solve problems of this kind.
