Information systems in public administration

FP-MisvsKAcad. year: 2020/2021

The course provides an overview of part of the Czech legislation related to the implementation and operation of IS in public administration. The course will focus on the recording, management and processing of documents in public administration, the way and possibilities of working with documents. Students will be acquainted with issues related to electronization in public administration and using of data boxes, principles of electronical signatures and time stamps.

Learning outcomes of the course unit

Students will get an overview of the problems of processing documents in public administration and gain the knowledge necessary to understand to electronic documents and their "life" in information systems of public administration. Students will also learn about the programming environment applications Ginis ® and legal background of working with documents.

Prerequisites

High school knowledge of informatics. Basic knowledge of the WWW and basic text editing skills.

Planned learning activities and teaching methods

The course contains lectures that explain basic principles, problems and methodology of the discipline, and exercises that promote the practical knowledge of the subject presented in the lectures.

Assesment methods and criteria linked to learning outcomes

Pro udělení zápočtu je požadováno odevzdání a prezentace semestrálního projektu s hodnocením alespoň "dostatečně" (E).

Pro získání zkoušky je zapotřebí úspěšné absolvování písemného testu, popř. vykonání ústní zkoušky, která je realizována zejména v případě nejednoznačného výsledku písemného testu.

1. Introduction of information systems in public administration (definition of basic concepts, historical development)
2. Legislation concerning working with electronic documents (legislation and its development)
3. The life cycle of documents (registration, transfer, assignment, execution, closing of documents, work with files)
4. Using of electronic documents
5. Electronic signature, time stamp, document conversion, data boxes
6. Introduction to documentary evidence in the government administration
, archiving documents in the government administration and its regulation
7. - 8. Introduction to SSL GINIS
9. - 10. The issue of working with electronic documents (application filing service options, conversion problems, time stamps, data safes, data media)

Aims

The aim of the course is to provide an overview of legislation, records system, the life cycle of documents in public administration, the legal arrangements for the standard and electronic documents and its consequences, the processing and the transmitting of documents.
Students will get an overview of the electronization of the public administration and will understand to concepts such as data box, time stamp, electronic signature, etc.

Specification of controlled education, way of implementation and compensation for absences

Control of results of independent work on specified tasks.
