The abstract presents the basic model of environmental damage caused by changes in the political leadership of the country and the costs of removing such damage. We discuss the model of the level of environmental damage X (t) causing landfill biowaste at time t. Furthermore, considering the size reduction of ecological damage landfill biowaste (parameter p) as a result of government measures that probably depends on the interaction between the amount of damage caused and the current level of public interest in reduce damage. Also we consider the ability of the environment (parameter r) itself fix (organic waste in landfills produces biogas) and we created a complex pattern of changes in environmental damage that we are considering landfill biowaste. We extended this model to include a gradual change in the parameter p, which would reflect the requirements of European legislation on landfill. This leads to a nonlinear system of four ordinary first order differential equations with delay. We simulate this situation in the case study using the Maple system.
